Coalition to Provide update on State Legislation and Funding for Tijuana River Valley Cross -Border Pollution Control Efforts

COALITION TO PROVIDE UPDATE ON STATE LEGISLATION AND FUNDING FOR TIJUANA RIVER VALLEY CROSS-BORDER POLLUTION CONTROL EFFORTS

SAN DIEGO – California State Senator Ben Hueso (D-San Diego) joins City of Imperial Beach Councilmember Paloma Aguirre and Kaily Wakefield from Surfrider Foundation San Diego in support of state legislation and funding for cross-border pollution control efforts in the Tijuana River Valley. 
  

 

The State Senate recently approved one of the most significant legislative proposals to date, SB 690 authored by Sen. Hueso, which would require the San Diego Water Board to negotiate an interagency agreement with the federal government that addresses transboundary flows of waste from Mexico. The agreement would provide that the federal government:
  1. Take the lead role in constructing a waste capture or runoff interception and diversion structure to significantly reduce waste streams from Mexico;
  2. Seek funding authorization to cover the federal share of costs from the project; and
  3. Take responsibility for the ownership, operation, and maintenance of the structure.
The bill would require the state to share a 1:1 match on funding for the project, and its estimated cost is $30 million. Therefore, separately, Sen. Hueso requested $15 million from the budget to pay the state’s share. This funding was included in the Senate budget proposal, which is currently in conference committee, to be finalized by June 15. 
  
It is crucial that the State Legislature approves and the Governor signs this funding and SB 690 in order to ensure that all jurisdictions assume responsibility to participate in the management and maintenance of this regional asset.
