Dear IB Friends,

As you may know, the City Council at tomorrow night’s meeting will consider a draft ordinance to allow for “limited” commercial cannabis activities in Imperial Beach. Meanwhile, IN BREAKING NEWS, THIS AFTERNOON THE ACTIVISTS WHO HAVE BEEN SEEKING A BALLOT INITIATIVE THAT WILL ALLOW FOR EXTENSIVE CANNABIS ACTIVITIES IN IB HAVE FILED THEIR PETITION TO PLACE THEIR MEASURE ON THE BALLOT EITHER IN A JUNE SPECIAL ELECTION OR THE NOVEMBER GENERAL ELECTION.

A special election could cost the City approximately $350,000. Such a ballot initiative even on the general ballot in November could cost about $65,000 over and above normal election expenses.

This action by the Association of Cannabis Professionals is both puzzling and disturbing because at City Council meetings late last year, they told the public and City Council that they would NOT proceed with their ballot initiative if the City adopted, or was making good progress toward adoption of, a cannabis ordinance that would legalize commercial cannabis outlets in IB. AS THE COUNCIL MEMBER WHO PRESSED FOR THOSE ASSURANCES, I BELIEVE THEY HAVE VIOLATED THEIR PROMISE BY TODAY’S ACTION TO PLACE THEIR MEASURE ON THE BALLOT.

At the December 11 cannabis workshop, roughly 75 IB residents, in a short written survey, voted overwhelmingly in favor of cannabis regulation in IB by City Council ordinance, reviewed and approved by the public and their elected representatives, rather than by the proposed ballot initiative and the far more extensive cannabis activities it would mandate and which cannot be changed without another ballot measure. A legal description of the proposed ballot initiative by the Association of Cannabis Professionals is attached for your review.

PLEASE COME TO THE CITY COUNCIL MEETING TOMORROW, WEDNESDAY, AT 6PM AND SUPPORT LOCAL CONTROL OVER OUR CITY’S APPROACH TO CANNABIS LEGALIZATION.

Sincerely,
Ed Spriggs
Councilmember, Imperial Beach
